Dr. Rui Zhang received the B.Eng. (First-Class Hons.) and M.Eng. degrees from National University of Singapore, and the Ph.D. degree from Stanford University, Stanford, CA USA, all in electrical engineering. From 2007 to 2009, he worked as a researcher at the Institute for Infocomm Research, ASTAR, Singapore. Since 2010, he has joined the Department of Electrical and Computer Engineering of National University of Singapore, where he is now a Provost’s Chair Professor in the Faculty of Engineering. His current research interests include UAV/satellite communication, wireless power transfer, reconfigurable MIMO, and optimization methods. He has published over 450 papers in the field of wireless communications, which have been cited more than 50,000 times, with the h-index over 110. He has been listed as a Highly Cited Researcher by Thomson Reuters/Clarivate Analytics since 2015. He was the recipient of the IEEE Communications Society Asia-Pacific Region Best Young Researcher Award in 2011, the Young Researcher Award of National University of Singapore in 2015, the Wireless Communications Technical Committee Recognition Award in 2020, and the IEEE Signal Processing and Computing for Communications (SPCC) Technical Recognition Award in 2020. He received 11 IEEE Best Paper Awards, including the IEEE Marconi Prize Paper Award in Wireless Communications in 2015 and 2020, the IEEE Signal Processing Society Best Paper Award in 2016, the IEEE Communications Society Heinrich Hertz Prize Paper Award in 2017 and 2020, the IEEE Communications Society Stephen O. Rice Prize in 2021, etc. He served for over 30 international conferences as the TPC Co-Chair or an Organizing Committee Member, and as the guest editor for 3 special issues in IEEE Journal of Selected Topics in Signal Processing and IEEE Journal on Selected Areas in Communications. He served as an elected member of the IEEE Signal Processing Society SPCOM and SAM Technical Committees, and the Vice Chair of the IEEE Communications Society Asia-Pacific Board Technical Affairs Committee. He served as an editor for the IEEE Transactions on Wireless Communications, IEEE Journal on Selected Areas in Communications (Green Communications and Networking Series), IEEE Transactions on Signal Processing, and IEEE Transactions on Green Communications and Networking. He is now an editor for the IEEE Transactions on Communications, and a member of the Steering Committee of the IEEE Wireless Communications Letters. He served as a Distinguished Lecturer of IEEE Signal Processing Society and IEEE Communications Society from 2019 to 2020. He is a Fellow of IEEE and Academy of Engineering Singapore.

Ming Fang is the Vice President of iFLYTEK, as well as a senior engineer, Visiting Professor and doctorate supervisor at the University of Science and Technology of China, and a key player in the Yangtze Delta Region Innovation Project, which is funded by Tsinghua University. He is the Executive Director and Chief Engineer of the National and Local Joint Engineering Research Center of Popular Science Products; a member of the Science and Technology Expert Database Service System of China; a business mentor under the Torch Program (A plan to develop new and high technology) launched by the Ministry of Science and Technology of China; a member of the China Standardization Administration; and a member of the Chinese Society for Technical and Vocational Education.

In addition, he also served as Rotating Chair of CIE young scientists.

Dr. Fang has dedicated himself for a long period of time to research and teaching related to 5G and AI industrialization, and has founded or operated several national technology business incubators and high-tech companies.

Until now, he has published 40+ papers and 10 monographs, and holds 100+ private patents. He was appointed as a leader and undertook many key R & D projects at national and provincial levels.His previous honors include National Excellent Chief Information Officer, Chinese Science Popularization Person of the Year, Gold Medal of China Popular Science Products Expo, and Science and Technology Innovation Award of China International Fair for Trade in Services.

Dr. Xiaoqi Chen (Australian) is Deputy Director of Manufacturing Futures Research Institute, Swinburne University of Technology, Australia. His research interests include mobile robots including unmanned aerial vehicle, unmanned underwater vehicle, GPS-guided autonomous land vehicle, walking machines and climbing robot; human-robot collaborative system; resources and environmental measurement, monitoring, management and control; assistive device for rehabilitation; machine health monitoring, diagnosis and prognosis; vibration-based energy harvesting for wireless instrumentation; manufacturing process automation; machine vision; bio-instrumentation and control; precision measurement and inspection; 3d printing of bio-scaffolds.

Dr. Chen has extensively worked with the companies through collaborative research projects. These companies, in different industry sectors, include IBM, Motorola, Delphi Automotive Systems, Tata Consultancy Services, Singapore Technologies, Reed Tools, Turbine Overhaul Services, General Electric, Epoxy and Equipment Technology, Hewlett Packard, Rolls-Royce Plc (UK), Geospatial Research Centre, Dynamic Controls Limited, Commtest Instruments Ltd, Industrial Research Limited, and Methanex.

Bo An is currently a President’s Council Chair Associate Professor in computer science and engineering with Nanyang Technological University, Singapore. His current research interests include artificial intelligence, multiagent systems, computational game theory, reinforcement learning, and optimization. He is an associate editor of IEEE Intelligent Systems. He has published 100+ papers on the top international conferences, including AAMAS, IJCAI, AAAI, KDD, UAI, ECs, WWW, ICLR, NeurIPS, ICML, and in well-known journals JAAMAS and AIJ. His previous honors include the IFAAMAS Distinguished Dissertation Award, Award of Operational Excellence of the US Coast Guard, AAMAS Best Application Paper Award, IAAI Innovative Applications of Artificial Intelligence Awards, DAI Best Paper Award, Daniel H. Wagner Prize for Excellence in the Practice of Advanced Analytics and Operations Research, and Nangyang Research Award.

He was invited to do Early Career Spotlight talk on IJCAI'17; he is the winner of the 2017 Malmo Collaborative AI Challenge; he was selected as an artificial intelligence leader from “AI’s 10 to Watch” supported by IEEE Intelligent Systems in 2018.

He is Associate Editor of AIJ, JAAMAS, IEEE Intelligent Systems, JAIR, ACM TIST, and ACM TAAS. He is Program Chair of AAMAS’20 and the Chair of AAMAS’23. He also serves as the board of directors of IFAAMAS, and ACM distinguished member, and is a senior member of AAAI.

Pinjia Zhang (IEEE Senior Member, doctoral supervisor) received the B.Eng. degree in electrical engineering from Tsinghua University, Beijing, China, in 2006, and the M.S. and Ph.D. degrees in electrical engineering from the Georgia Institute of Technology, Atlanta, GA, USA, in 2009 and 2010, respectively. After graduation, he was with the Electrical Machines Laboratory, GE Global Research Center, Niskayuna, NY, USA as a senior engineer as well as project manager. Since 2015, he has been an Associate Professor with the Department of Electrical Engineering, Tsinghua University. [E1] He has authored or coauthored more than 80 papers in refereed journals and international conference proceedings and has more than 40 patent filings in the U.S. and worldwide. His research interests include condition monitoring, diagnostics, and prognostics techniques for electrical assets. Dr. Zhang was the recipient of the IAS Andrew W. Smith Outstanding Young Member Achievement Award in 2018. He was also the recipient of five best paper awards from the IEEE Industrial Electronics Society-Electrical Machines Committee, and IEEE Power & Energy Society (PES) General Meeting Paper & Poster Contest.

Shifeng Guo is a professor at Shenzhen Institutes of Advanced Technology (SIAT), Chinese Academy of Sciences, Shenzhen, China. He serves as the director of Shenzhen Key Laboratory of Smart Sensing and Intelligent Systems, China. He is a doctoral supervisor and a leading talent under Guangdong Pearl River Talent Program.

He received his Ph.D. in mechanical engineering from National University of Singapore (NUS), Singapore, in 2013. During 2012-2018, he worked with the Institute of Materials Research & Engineering (IMRE), A*STAR, Singapore as a research scientist. The projects led by him include national high-level talents, key of the National Natural Science Fund, key of the National Natural Science Fund, key laboratories of Shenzhen City, key points of Shenzhen City and major scientific and technological tasks of Ningbo City. His research interests include flexible sensors and sensor network, high resolution imaging (photoacoustic, ultrasound), smart materials and structures, human-machine interaction, ultrasonic non-destructive testing and structural health monitoring, micro-nano mechanics and machine learning etc. He has published 30 SCI-indexed papers in several professional journals such as Nature Nanotechnology, and filed over 40 patents in relevant areas, with four PCT applications.

Dequan Zeng is currently a Lecturer with School of Mechatronics and Vehicle Engineering, East China Jiaotong University, a deputy director of Institute of Intelligent Manufacturing and Precision Machining, East China Jiaotong University, and a youth expert of Institute of Intelligent Driving, Nanchang Automotive Institute of Intelligence & New Energy, Tongji University. He received the Ph.D. degree in vehicle engineering from Tongji University, China, in 2021, and the BSc in mechanical engineering from Shanghai University, China, in 2016. From 2014 to 2016, he was participated in a joint graduate program of Ningbo Institute of Material Technology & Engineering, CAS and awarded a joint training certification. His main research interests include Artificial Intelligence, Intelligent Connected Vehicles, Autonomous Valet Parking System, and New Energy Vehicle Technology. He was published more than 50 articles in international journals, books, and refereed conferences, and obtained more than 20 Chinese invention patents. The developed autonomous valet parking system and new energy vehicle system ware applied to mainstream vehicle of SAIC, JMEV, YUTONG, JIALING, and Other enterprises.

Wei Wei received a doctorate degree in computer software and theory from Xi’an Jiaotong University in 2011. In 2009, he completed a one-year return to school at the University of Nebraska. In 2015, he completed the electrical postdoctoral research work at Xi’an University of Technology. In 2017, he did not have a University of Texas. The Department of Computer Science of the University of Dallas visited and completed post-doctoral research. He has been engaged in research on the Internet of Things, artificial intelligence, big data processing and other related aspects, published more than 80 research papers, presided over the completion of 3 ministerial-level funds, won 58 provincial and municipal scientific and technological progress awards as a backbone, and participated in the completion of the country as a backbone 6 fund projects. In 2019 and 2020, they won the second prize of scientific and technological progress in Shaanxi universities. As a senior member of IEEE, he served as the official editor and reviewer of many high-level journals.
